The particular problem is really related to just one thing: The Wizard
page accesses CODB to get some information. But that information is not
yet there if you access it too fast and while the setup scripts are
still running in the background.

Before you simply wouldn't yet receive a shell on the command line and
it was clear that the system was still doing "startup stuff". Now that
Systemd fires up things in parallel we get the shell much sooner while
the system is not yet ready.

I'm thinking about how to solve that. It'll probably lead to a loop in
the GUI's Wizard page, where the page reloads a "Please wait for the
setup tasks to finish" before you get the Wizard forms where you
finalize the setup.

This requires some tinkering, but I'll get it done.
