I am just experiencing exactly the same problem on a freshly installed and fully updated 5209R.

"rpm -V 5209R-shell-tools" gives no error as well :-/

None of the shell tools appear to be working in 5209r:

# clistuser
clistuser: unrecognized option `--list'

# clistvsite
clistvsite: unrecognized option `--list'

# cmoduser -n user -p password
cmoduser: unrecognized option '-n'

etc
