/etc/grub.conf should be a symbolic link to /boot/grub/grub.conf

Usually. But please be sure to check if your /etc/grub.conf has all the
kernels listed that are installed in /boot/ and that the latest kernel
is the default kernel that's getting booted.

Then perform these steps:

mv /etc/grub.conf /boot/grub/grub.conf
ln -s /boot/grub/grub.conf /etc/grub.conf
