[BlueOnyx:19801] Server refuses ftp and ftps connections

Server refuses ftp and ftps connections my ip is in the /etc/hosts.allow 
and in the APF Firewall whitelisted

this is the error:
i SecureFX version 8.0.2.1118 (Official Release - June 14, 2016)
i Attempting to connect to my.domain.net
i Session window 00004 established for session my.domain.net
i Control connection could not be established.
i (0x274d) No connection could be made because the target machine 
actively refused it.

Any ideas will be heplful
