Hi Larry.

Some general comments. A newlinq install is not likely to cause that problem. The stuff it brings on board does not touch the base apache configuration in any way that would cause the problems you described.

Lots of possibilities, but nothing that newlinq would do.  If you have not yet put client content on the box, I would just nuke it and rebuild to save some time.
