That I think was related to something else. Specifically, there was a kernel and iptables issue, where my host node had an old kernel. (I had not rebooted the host node in a long time). Result: Outbound mail was blocked. Reboot of host node (among other things) unblocked the flood gate.

Summary: No-one got double billed for anything. This is just old paperwork.
