An easy way around this is to set the old passwords on the command line,
as that will bypass the CCEd restrictions on passwords. And next time
around a user uses the GUI to set a new password, then the GUI will
enforce the new password rules.

Example:

echo "NewPass" |passwd user-joe --stdin
