[BlueOnyx:23453] Azure 5209R VPS failure to add additional admin

Hello again all...

I've setup a new Azure 5209R VPS on CentOS 7.7 using the manual install procedure and Michael's advice from Jan 2017.  It's actually gone on quite stably.

However, I'm now having the following issue when I'm trying to add an admin user:

Then below that in red, Unable to set quota for newadminuser, twice.
