I think you indeed have some serious quota issues there. :-/

Please try a reboot of that Azure instance. Maybe that shakes the quota
loose again. If it doesn't work afterwards, try these:

/sbin/quotacheck / -vugm
/sbin/quotaon -ug /
/usr/sausalito/sbin/disk_restorequotas.pl
