That is (unfortunately) correct. I'll publish a YUM update that will
open 161/UDP by default.

In the meantime you can use these commands to open it up permanently:

/usr/bin/firewall-offline-cmd --zone=public --add-port=161/udp
/usr/bin/firewall-cmd --complete-reload
