I think it's entirely intentional. AdmServ binds to port 81 & 444. SSL
is on by default and specifically turned off for one of them. We can
debate if they intentionally wanted 444 to be the new non-SSL port or if
that was an oversight. In the end: It doesn't really matter and it's now
been that way for 20 years.
