[BlueOnyx:24292] TLS handshake still failing.

I'm having an issue with TLS failing to a specific email server.
It seems like every other server it works fine.  I'm getting this error:
Sep 14 07:17:26 main sendmail[34576]: STARTTLS=client, error: connect
failed=0, reason=tlsv1 alert decrypt error, SSL_error=1, errno=0, retry=-1
Sep 14 07:17:26 main sendmail[34576]: ruleset=tls_server, arg1=SOFTWARE,
relay=smtp.setarnet.aw, reject=403 4.7.0 TLS handshake failed.

However when I manually connect to the server from the BlueOnyx it seems to
work fine.
openssl s_client -starttls smtp -connect smtp.setarnet.aw:25

I have searched through the old archives, and I have done everything I
found to try to fix this, but the problem continues.  Is there a way to
bypass the TLS handshake for this domain only?
