Yes, this is normal on a 5210R.

CentOS 8 no longer has /etc/hosts.allow and /etc/hosts.deny. Which is
where the APF for 5207R/5208R and 5209R would make its hooks for the
GeoIP stuff for SSH.

The GeoIP stuff in ProFTPd is entirely separate and isn't tied into the
GUI (yet).
