That „.user_overquota“ is created by the GUI when a user is over his
allocated disk quota. "Active Monitor" creates it and also removes it
eventually once the disk quota of the user drops below the alert level.

You might want to check the disk usage page of that user in the GUI to
see what it reports. This will also clear up any erroneous quota related
flags that still might be set in CODB.
