The package 5X08R-PHP-7.3.2-1.pkg was released on 18th February 2019.

The latest PHP-7.3 is PHP-7.3.27 from February 4th, 2021 and it's
available for 5209R and 5210R.

The last PHP-7.3 for 5208R (before 5208R went EOL in November 2020) was
PHP-7.3.23, which was released on 26th October 2020.

So the PHP you're running was an early 7.3 release from 2019 and I don't
recall what erratas and fixes went into PHP-7.3 since then.

It could well be that the password_hash() function was broken in that
release. In any case: A more recent publication of PHP-7.3 should have
it fixed.

I'll make you a one time offer: Contact me offlist with the login
details for the 5208R and I'll install the latest PHP-7.3 I have for
5208R on it free of charge. That should get you sorted until you can
manage to move to a still supported version of BlueOnyx (either 5210R or
5209R). You can use "Software Updates" / "Support" / "Support Request"
in the 5208R GUI to send the login details securely. Just make sure you
have the checkbox for "Allow Access" ticked.
