Apache is a bit tricky to restart under certain conditions. The GUI
therefore just tries to restart it gracefully and then checks if that
worked.

If it didn't, it tries again (less gracefully so) and checks if Apache
is now working.

If Apache is still not up and running fine at that point, the GUI pulls
out the axe, kills all lingering Apache processes and *then* restarts
Apache from the ground up.

At which point things should be back up and running again.
