Just fishing but you might try sudo ls -ld /root
as admin to see if the directory exists but has
the wrong permissions. (it will ask for admin pswd)
If simply a permissions issue, try to resolve that.  
Last resort sudo mkdir /root
as admin and see if you can restore / recreate
the directory.

Local server here /root is:
dr-xr-x---. 8 root root 4096 Apr  1 06:02 /root
