There we have it. We can't have Vsites if disk quota isn't working. And 
If that disk quota wasn't working, that could explain a lot of the 
issues you've been having with 5211R, as it's such a fundamental part.

Keith: How did you install that particular 5211R? "Manual install", ISO 
or disk image? I'd like to know so that I can then look at and revise 
the procedure.
