I see this in the GUI. 
The URL is https://<servername>:81/wizard
The title is "BlueOnyx Setup Wizard: Einen Moment bitte."

Yes I did try "/usr/sausalito/sbin/cced.init restart"
However, the message do not change.

Where are you getting that error message? GUI? If so, what is the URL?

Or is it on the shell?

Either way: Restarting CCEd might help:

/usr/sausalito/sbin/cced.init restart
