All I do is change the ban count setting in /etc/proftpd.conf

It's set to ban after just 2 failed attempts in 10 min.

 BanOnEvent                    MaxLoginAttempts 2/00:10:00 01:00:00


I change it to 10 attempts in 10 min which seems to work better
