It's not entirely w/o Apache restarts, though. Like said: This needs to 
be tested to see if its practical or if it delivers a worse user experience.

The redirects are done via this Perl script that does automatically 
generate the required Apache configuration on the fly:

So that's one central place to handle that. If it were configurable on a 
per Vsite option, it would need to go into each Vsite <VirtualHost> 
container. That's way too much hassle, sorry.
