Then it's not a CSRF issue.

Do this instead: Fire up /usr/sausalito/bin/cceclient again.

Run "FIND System" again to get the OID of the "System" Object.

And then use:

SET <OID> isLicenseAccepted = "1"

That will tell CODB that you're done with the wizard and you should then 
be able to login to the GUI without further redirects to the setup wizard.
