A regular Vsite user can still use FTP to access his own user directory. 
Provided the Vsite has "Allow User(s) access to FTP" enabled (under 
"Services" / "Server Access") of that Vsite.

However: Web access via http(s)://<vsite>/~<username>/ to the "web" 
directory inside the users home directory? That is no longer possible 
these days.

We had to deprecate that feature when we introduced Chrooted Jails for 
FTP/SFTP/SCP/Rsync.

It was a permission issue. In order to access that users /web directory 
Apache of course needed access to it. And that meant setting the user 
home directory permissions so low that Chrooted Jails weren't possible.
