The only PHP version for 5210R that doesn't have the JSON extension is 
the PHP-5.6.40. Which is also the *only* PHP-5 version available for 5210R.

The thing here is that at the time 5210R was shipped, PHP-5 was already 
obsolete and EOL. I did my best to still roll up *something* to allow 
transition of older Vsites from 5209R to 5210R, but I could not include 
the JSON extension in PHP-5.6.40 as the compilation of PHP would then 
fail due to the OS being much more modern that this ancient PHP expected.
