WTF? And now this morning, back just like it was, ten second delay:

Dec 27 09:17:32 web1 xinetd[5159]: START: ftp pid=29648 from=66.177.41.71
Dec 27 09:17:42 web1 proftpd[29648]: 208.77.219.100
(66.177.41.71[66.177.41.71]) - FTP session opened.

'/home/.sites/70/site4'
Dec 27 09:20:26 web1 xinetd[5159]: START: ftp pid=30309 from=66.177.41.71

(66.177.41.71[66.177.41.71]) - Preparing to chroot to directory
'/home/.sites/70/site4'

This was last night:

Dec 26 21:56:08 web1 xinetd[5159]: START: ftp pid=20029 from=66.177.41.71
Dec 26 21:56:08 web1 proftpd[20029]: 208.77.219.100
(66.177.41.71[66.177.41.71]) - FTP session opened.
Dec 26 21:56:08 web1 proftpd[20029]: 208.77.219.100
(66.177.41.71[66.177.41.71]) - Preparing to chroot to directory
'/home/.sites/70/site4'

Immediate connects, today, 10 second delay again! This is baffling and
confusing and really irritating! What the hell is going on?
