I think I see the issue, but know not the resolution.

/etc/mail/virthosts  and /etc/mail/domaintable  are empty 

Are they supposed to be?  Are the domain names stored elsewhere for BO to operate on?

makemap hash /etc/mail/virtusertable.db < /etc/mail/virtusertable

If there are errors, it'll tell you so - and also which line they're in.

A sample entry looks like this:

alias at www.domain.com        username

Please note: There are no spaces between the entries. They're separated with 
one or more tabs instead.
