Check quotas for the users and be sure they have plenty available.

[root at vnyxbo ~]# ls -lah /var/spool/mqueue/
total 16K
drwx------  2 root mail 4.0K Jun 19 11:10 .
drwxr-xr-x 10 root root 4.0K Mar  9 18:42 ..

That is the perms on our servers...so I'm not sure what this could be,
should have been OK with 700 like ours. Be sure root is owner I guess.
