That seems to work, thank you. As you said, the side effect is that every user is chroot'd to their home directory - what if 2 users need access to the same directory ? Is this possible without making them both admins, or making changes on the command line ?

Turn on the user owned webs, then each user has a web directory and can ftp to that directory only. Make sure the user limits, ie, hard disk allowed is set right.
