It's been my experience that I can use a password like: D31158 and the
system reports that it is a strong password, but if I use a password
like:dd%31158&deutft, the system reports that the password is to weak.

Just a thought, but personally, I don't see that as a good measure to
instill strong passwords.

I agree with Alex that this function should have had the possibility to be
tweaked. The check is way too hard on users.
Even the most brilliant passwords can be marked as 'based on dictionary
word'.
If you have a hosting company with many customers I would find a way to
disable this function.
Tip for Alex: create an empty forbidden words database. But like Michael
said, it will be back after an update.

Not possible. They way it's built in you can't disable that feature
relieably 
as it will come back during the next patch.

Anyone who insists on using bad (or too simplicistic) passwords can set them

from the command line using the following syntax (as root):

/usr/bin/passwd username

It'll ask for the password twice and will then set the specified password
for 
the given user. It will still complain if the password is too short or too 
simple, but will set it nonetheless.
