I should have mentioned after editing MailScanner.conf 
edit these files for the sig you want.
  /etc/MailScanner/reports/en/inline.sig.html
and
  /etc/MailScanner/reports/es/inline.sig.html
then
execute /etc/init.d/sendmail reload
