When a user uploads a file by FTP (regardless if it's FTP or SFTP), then the
file will be created with the UID and GID of the user and the default 644
permissions.
Most FTP clients allow the uploader to change the permissions.
UID/GID of course cannot be changed through the FTP client, as that requires
root access.
