You updated base-email-locale-ja on 2010-04-10 as you notify with 
[BlueOnyx:04215] .

I think, the problem came from new "msgfmt" for EUC characters.

The new "msgfmt" program from gettext-0.14.6-4
caused an execution error for EUC character format of  base-email.po.

At old environment for exsample gettext-0.10.35-17C2,
 "msgfmt" has no execution error for EUC.

Anyway;
Can you replace back the base-email.mo to previous one ?
