Your root user maybe blocked by the firewall:

- Login via GUI
- Goto Security
- Click Failed Logins
- Click Reset All Blocks.

Not sure if you can get root access.
Maybe by the serial port or boot/recorery cd
But look at /etc/pam.d/su
In some systems I have found that this line was hot hashed out and
caused a similar problem. (line 6 on my system)
#auth required pam_wheel.so use_uid
