You should allow the allow url open option for the site in the PHP section,
 
Your code seems to be trying to pull an image from another site (from the
internet),
 
If this is not the case then check if you can achieve the same results using
relative paths such as "/home/sites/www.yoursite.com/web/somepictures"

I have a client that is getting the following error on her site:
