Thanks, Chris.  I saw your similar post from last year, but never could find the solution!  I trust you eventually got it solved.

I've searched the archives for anything related, and so (seeing references to those files),  I have looked at both of those files, as you also suggested.  

/var/log/messages has 3 related entries:

I've not been successful in finding any locked files, but not sure where to look.   Looks like all the variables were populated as expected in the cced line - anything jump out at you? 

/var/log/admserv/adm_errors has only 1 related line:

[Tue Jun 08 22:45:21 2010] [error] [client 12.23.95.2] _Stylist_parseXmlFile(): XML error in file /usr/sausalito/ui/style/Merlot.xml: Invalid character at line 612, referer: https://domain-redacted.com:81/base/user/userAdd.php?group=site3

I took a look at the /usr/sausalito/ui/web/base/user/userAdd.php file, but don't see anything suspicious.  (However, I'm not sure what I'm looking for).  There seemed to be conditions associated with ftp usage, so I went back and made sure those were off (they're not needed).

I also poked around looking at the permissions on /home/sites/www.domainname.com, and subdirectories - they're all set up the same, but (then again) this problem is occuring on all domains so perhaps that's part of the problem.  I experimented with chmod (to 775), and chown (to "apache", or "admin", or "roto") but that didn't affect anything at all.  Changed them all back.  The protections on the files all look like:

I've also looked at /etc/group to make sure the site administrators I add get included appropriately.   They seem to.

I used cmuImport to set bring these in, initially - but domains I add via the GUI show the same behavior.
