This happens regardless of the used PHP version. When suPHP is enabled, then 
the PHP specific settings (open_basedir, memory limits and such) of that site 
are ignored and the server wide settings of PHP are used. You can change those 
through the GUI under "Server Management" / "Security" / "PHP Settings".
