when going to the login page on a server I setup I am receiving this message:

A crucial system component (CCE) is currently not 
operating. Please try again in a moment.


this server does not even have a site setup on it.  I am also getting this on a different server but I've been rebooting it to fix it.

I was wanting to migrate from Blue Quartz to this server this weekend.  but this is my primary server and I need to figure this out before I can move all my sites to it. 

On the first server that was having this problem if I did not reboot it eventually ran out of RAM and locked up.
