Yeah, that could quite possibly be the inner / outer DMZ that I was talking about.  The only way to access a more secured internal area is if you are accessing it from an internal area.  Think of it like a circle within a circle.  You can only touch the inner circle if you're already in the larger one, otherwise, you cannot access it.
