Indeed. I just checked and the shell-tools ("cmodvsite") don't have a 
provision to suspend or unsuspend a site. Likewise, I recently re-discovered 
that the provision to set the quota for a site isn't implemented either. In 
fact that was mentioned some time ago on this list, but I then forgot about 
it.

No, that's a handler. It's not designed to be run on its own. It could be 
modified to do what you want, but it'll not be worth the effort.

I'll rework the shell-tools instead to add the missing options for 
suspend/unsuspend and quota.
