Let me answer it this way:

If a site has SSL enabled and has a certificate (self signed or "real),
then it will support both HTTP and HTTPS. If you connect to port 80,
HTTP is used, if you connect to port 443, HTTPS is used.

Enabling HTTPS will not make HTTPS accesses mandatory. Instead HTTPS
becomes available for optional use.
