I believe site1 is the default error page.
But I've to check that.
Or was it /var/www/error
I'm not sure anymore.

I know if I suspend a site it will fall back to site1. It will not show
/error/403-forbidden.html because that error page is in the site that is
suspended.

Yes that is what I expected, I had assumed that the server was feeding them
the /error/403-forbidden.html file, but as you say it isn't, so where is the
the htmlfile that it is feeding them so I can edit it or is there one?
