I have tried this on several occassions for WP and it seems to be a hit and miss. One web site I has the suPHP turned off and the files owned by apache:apache dirs chmod 755 and files at 644 and the download works. Then another with the same parameters and it kicks the unable to install error. Others are owned by the site owner suPHP turned on. Still others I have to temporarily turn off the SAFE mode to get files installed then re-turn on the SAFE mode after the install. As far as I can remember but could be wrong here -- all of the WP system updates worked fine with me changing the owner to apache in the admin doing the update then changing back to the site owner...
