[BlueOnyx:12815] Problem: user names disappears at Japanese control page

Hi 

I have not only examine 5106R, but I think the same 5107R and 5108R.
Operation disappears user name that already exists, such as the following.

  At the "Modify User Settings" page
  Click "Email" tab  and  click back "Account" tab, 
  Then,  the user name will be blank.  (it lost.)

I think;
the line 553 of /usr/sausalito/ui/libPhp/uifc/FormFieldBuilder.php 
the "UTF-8" function might broke the existing EUC Kanji.

It happen in only Japanese mode of course.
But my existing users are very troubled.
Can you find out as soon as possible?
