No, the user was not automatically created. The installed version of cmu is "5107R-cmu-2.90-0BX02.el6.noarch".

Even these scripts did not create the missing user "SITE55-logs". I looked at an existing user and created one manually:
useradd SITE55-logs -g site55 -M -s /bin/badsh -b /home/.sites/133/site55/logs/ -c host.domain.name

After that I let the scripts run again and they did not change the rights of the log files:
root at anubis logs]# ls -l
insgesamt 32680
drwxrws--- 3 root site55 4096 6. Apr 03:37 2013
-rw-rw---- 1 root site55 343453 16. Apr 07:09 ftp.log
-rw-rw---- 1 root site55 969115 23. Okt 13:18 web.daily
-rw-rw---- 1 root site55 25730158 23. Apr 03:34 web.log
-rw-rw---- 1 root site55 6180545 6. Apr 05:49 web.log-20130406.gz
