My advice:  Remove that add-on PCI dual-NIC card from the riser. 
Reboot.  Plug back into the port you have indicated you do, but 
eliminate the dongle.   I understand on those 1850's it makes it a bit 
tough to reach those recessed NICs, but that's what the blue tabs are 
for - to help you remove a connection.

Do that and see if there's any change.
