[BlueOnyx:15799] Missing User Template Section in 5802R New GUI

Perhaps I am blind but I can not find the place to set the user defaults
when adding new users.  Documentation refers to a "User Template Section"
but the only template section I can find is for the Vsite.

I would like to change the default "Maximum Allowed Disk Space" field to
something larger than 20M

Can someone point me in the right direction or was the User Template
Section omitted ?
