I looked into this. The PHP errors you got actually prevent the creation
of the directory. I fixed the problem that caused the PHP errors.

Additionally I also added some better checks to see if both key and
certificate are present. If one or more of them is missing (or the
entire certs directory), then no certificate info will be shown and the
checkbox to enable SSL will be turned off and read-only.

That should solve the issue. I did a few tests with imported and
creating certificates and it seems to work well now.

Updated base-ssl RPMs are being published to the 520XR YUM repository now.
