Hmm. To me it still looks like your /etc/proftpd.conf isn't entirely
correct.

Did you run these commands to create a new proftpd.conf?

cp /etc/proftpd.conf.dist /etc/proftpd.conf

/usr/sausalito/sbin/fixproftpd_conf.pl >> /etc/proftpd.conf

/etc/init.d/xinetd restart
