[BlueOnyx:14849] Server Administrators

I a customer who we had given full access as a Server Administrator, but 
when they log in as
that Server Administrator there are no sites to edit or maintain. Did 
this change or is it not working
any longer?

I thought that that Server Administrator could edit and update vsites 
and users
