[BlueOnyx:16533] favicon.ico for admserv

I noticed lots of these gripes in the admserv error logs:

[Tue Nov 04 00:57:28 2014] [error] [client 98.100.9.30] File does not
exist: /usr/sausalito/ui/web/favicon.ico

Since just about every browser asks for these, it would be nice to just
stick in a tiny BX logo favicon.ico file in place as a default.

It would provide something in the browser's tabs and URL bar, and if for
no other reason, it would help keep the error log clean.
